Southern University and A&M College, chartered in 1880 and opened in 1881 "for the education of persons of color," operates under dedicated ZIP code 70813 in East Baton Rouge Parish. Southern is the largest historically black college or university (HBCU) in Louisiana and the flagship institution of the only HBCU system in America. The concept originated at the 1879 Louisiana State Constitutional Convention with P. B. S. Pinchback, and the university moved to its current Scotlandville location along the Mississippi River in 1914. Southern consistently enrolled over 10,000 students between 1970 and 1990, becoming the nation's largest HBCU. This postal designation has served the campus for more than two decades.
