The current institution was formed on May 15, 2001, through the merger of two separate facilities. The Walker Reception Center opened November 9, 1992, as an assessment center for 560 inmates. The MacDougall Correctional Institution followed in December 1993 as a level 4 sentenced facility for 975 inmates. A 600-bed expansion was completed in January 2003. The MacDougall building honors Ellis C. MacDougall, the agency's first Commissioner from 1968 to 1971. The Walker building honors Ralph H. Walker, warden of Connecticut State Prison in Wethersfield from 1934 to 1954.

The National Institute of Corrections recognizes the MacDougall building's internal classification system as a national model. The facility serves multiple missions including reception, assessment, sentenced confinement, and administrative segregation programs.
